Microsoft allows the users of normal Hotmail accounts to upgrade to MSN Hotmail Plus by paying an annual subscription fee of $19.95.
By paying the charges, you will be getting an extra 2GB of space for your inbox, large file attachments of up to 20MB and with a much better UI.
If you upgrade without the subscription fee but doing that will generate an error and will give you a link to sign up and pay the fees.
